Element Birth/Activation for Additive Manufacturing for Thermal Simulation

How it is possible to achieve the element birth in a thermal simulation in order to simulate the addition of new layers. Ideally I would like for the elements to be activated as the moving heat source heats them up. However, if that is not possible, the activation of the entire layer is acceptable as well
