Mesh issues

I managed to model a device that worked just fine. The meshes all came out correctly and ran just fine. The device had multiple layers so I did the mesh sizes depending on the thickness of the layer. As I said this all worked just fine. Now lies the problem. I created the exact same layer in another device while using the exact same parameters for the mesh. however now it has problems generating a mesh. It is exactly identical to the last device with identical parameters yet one is able to generate a mesh and the other is not. Why is this?
